17 Aug Innovative work in social housing decarbonisation earns Harrow numerous national awards
The London Borough of Harrow’s innovative work on the roadmap to net zero has been recognised with seven different awards in total, across technology, programme implementation and overall landlord categories.
They include Council of the Year at the Energy Efficiency awards and two wins at the Unlock Net Zero Awards including the prestigious Landlord of the Year title.
The housing decarbonisation team who have won three prestigious awards for demonstrating their innovative approach to scale up retrofit of social housing – spearheading the council’s progress on the roadmap to net zero.
At the Energy Efficient Awards on the 6 July the London Borough of Harrow was awarded Council of the Year. This complements their wins at the Unlock Net Zero Awards 2023 on 27 June, where they won Landlord of the Year, and project lead Andres Shoman was awarded Climate Champion of the Year – who judges descried as a forward-thinking leader using Artificial Intelligence guided Retrofit (AIR) and a direct engagement approach with residents.
This is the first integration of Artificial Intelligence in a UK Housing Decarbonisation programme – and is the first of its kind in social housing. This followed Harrow’s successful GLA grant funded bid for fabric-first measures to electric powered homes. Project-AIR (Artificial Intelligence Guided Retrofit) is the first AI-enabled concept to deliver proven, ground-breaking efficiencies in the field of housing decarbonisation.
Harrow was also Highly Commended in the Innovation of the year technology category – up against 149 organisations including big names in the industry – as well as being Highly Commended for Green Homes Grant programme implementation.

We are always open to new ideas to help us in or plans for a carbon neutral Harrow by 2030 and since starting our decarbonisation programme in 2022, our work has been recognised with seven awards. This is a testament to the excellent work put in by officers.
“This is a well-deserved accolade and I look forward to seeing more innovative projects in Harrow.”
